Copilot Narrative not appearing for many users

A copilot narrative visual is not resolving in an app, showing a "Your organisation doesn't allow co-pilot in this workspace" error. 


The visual is resolving for some users, but seemingly only those with a pro license. 

Copilot is enabled on the capacity setting and the relevant workspace is assigned to that capacity, we are in UK South region. 

If it has any bearing we are still on a P1 capacity as we're preparing for migration in september.

    It seems like you're having issues with the Copilot narrative not showing up in your app, along with an error saying "Your organisation doesn't allow co-pilot in this workspace." Here are some steps to troubleshoot :

    • Your Fabric tenant admin must enable Copilot in the Fabric admin portal. Ensure that the relevant tenant switch is enabled before you start using Copilot.
    • Users must have admin, member, or contributor access to a workspace that supports Copilot.
    • Users accessing Copilot features must have appropriate licenses (e.g., Power BI Pro or Premium).
    • If only Pro users are seeing the visual, it's likely that non-Pro users lack access to the workspace or capacity.
    • Even if the workspace is on a P1 capacity with Copilot enabled, Copilot visuals won’t render for users with only a Free license, especially when viewing reports through organizational apps.
    • If the issue affects only non-Pro users, it’s likely license-related.Test by assigning a Pro license to an affected user to confirm.

    I think the senario you exaplined does not fall under any of the limitations that are documeted in this article.

    But there is one point, here

    by any chance have you embedded your report, to make it accessible to your customers who does not have an account in your tenant ?

        seems to be our issue. 


        This drastically reduces (arguably completely removes) any value of copilot visuals in our organisational use cases. Do you know if this is likely to change as it seems a surprising limitation?

        Could you possibly highlight the documentation where this is clarified, as it was not included in the limitations document previously shared? And I would like to submit this as an idea.

      Ok, thanks for confirming.

      There is a tenant admin settings which will allow end users to restrict copilot access to users 

      Did you add both free license users and pro users?
