Copilot Narrative not appearing for many users

Thanks for confirming that it’s a regular organizational app.
It seems like you're having issues with the Copilot narrative not showing up in your app, along with an error saying "Your organisation doesn't allow co-pilot in this workspace." Here are some steps to troubleshoot :- Your Fabric tenant admin must enable Copilot in the Fabric admin portal. Ensure that the relevant tenant switch is enabled before you start using Copilot.
- Users must have admin, member, or contributor access to a workspace that supports Copilot.
- Users accessing Copilot features must have appropriate licenses (e.g., Power BI Pro or Premium).
- If only Pro users are seeing the visual, it's likely that non-Pro users lack access to the workspace or capacity.
- Even if the workspace is on a P1 capacity with Copilot enabled, Copilot visuals won’t render for users with only a Free license, especially when viewing reports through organizational apps.
- If the issue affects only non-Pro users, it’s likely license-related.Test by assigning a Pro license to an affected user to confirm.

seems to be our issue.
This drastically reduces (arguably completely removes) any value of copilot visuals in our organisational use cases. Do you know if this is likely to change as it seems a surprising limitation?
Could you possibly highlight the documentation where this is clarified, as it was not included in the limitations document previously shared? And I would like to submit this as an idea.
