I want to control permissions so that some users can download data from a Power BI report, while others can use the report, but can't download the underlying data. Is this possible?

Hi. It's not possible to configure all that for a single report. For single report you can decide if you can or cannot do it for the whole audience.
On the other hand, you can have a configuration like that for the whole organization like marcosvin is saying. You can define a subset of people with a security group that will be able to export data. The rest of the users won't be able to do it at any report.

Yes! This functionality already exists in the Power BI Admin Portal, where you can enable export to Excel and CSV, for example, only specific Active Directory groups.
