I have provided Contributor rights to individuals in a workspace. I have also copied reports to the workspace and created a dashboard. Although these users can interact with the dashboard and reports, the "pin" option is greyed out, they cannot go to the datasets and create a report, they cannot edit reports. Did I miss something?
Will let you know. I assume that if I have reports in a Development workspace, and I copy them to another workspace they can still Create Dashboards and Create Reports. And if they click Datasets they can use the "Create" icon from that dataset. They have build permissions.

Based on my test, if the users are the contributor of new app workspace, they should be able to edit content in this workspace.
But there is a exception that the user only have Power BI Free license and the workspace is under a Premium capacity node, they may not be able to edit the content in this workspace even they are not viewer.

Yep, they are in the new workspaces. I will move them to Member and see what happens. I read the below articale and agree with you, it appears they should be able to do everything.

Just to confirm that the users are in the New App Workspace?

And what happens if you update a users role from contributor to member, can they then pin items to a dashboard?
