Their personal workspace will be unaffected. They will no longer be able to publish into a premium workspace, and no longer be able to access someone else's content if you're not on Premium.
The datasets that they own will continue to refresh, but if someone else takes over development duties and tries to change dataset settings they will be asked to take over the dataset.

Power BI Pro has the same license lifecycle as Microsoft 365. For more information, see What happens to my data and access when my Microsoft 365 for business subscription ends and see Remove user data.
