Do you want to connect to on-premises TFS from Power BI? If that is the case, currently, we are not able to directly connect to on-Premises TFS from Power BI. Some ideas about this issue have been submitted in the following links, please vote them.

Based on Team Services Group’s response in the first link, they plan to deliver the Power BI model template in the first half of next calendar year, the template will be fully supported by TFS (On-Prem) and VSTS (Hosted) deployments. As a temporary workaround for this issue, you can use Excel to retrieve on-premises TFS data and then import data to Power BI from Excel.
In addition, if you want to connect to the cloud-hosted version of TFS from Power BI, you can use the Visual Studio Team Services content pack for Power BI.
