Connect to postgresssql hosted in google, power bi service

1. I cannot find instruction on how to connect to to postgresssql hosted in google

2. where do the certificates are install

3.Once the connection is created how can I plublish this dataset to power bi service, do I need to use gateway ?

I think they are very detailed. 

- after you published report, the dataset will be automatically generated.

- do I need to use gateway?
