    I have tested a few options and it looks like the use of a workspace shared between users will do most of what we need.  The users in the workspace can see the report and the dataset and create new reports from the data set successfully.  I think the addition of users to Roles in the AS Database via SSMS will negate the necessity to have users as Admins in the model.
