Conditional Formatting Delayed After Publishing to Workspace

Upon further testing, my issue is only occuring on my company's computers. If I test it on my home computer, an iPad, or my cell phone it actually works perfectly; even if those devices are on my company's wifi. I am waiting for help from my IT department, but does anyone know what sort of network setting could be causing this interruption in the way PBI report steps are processed in a web browser?

I would ask if they are using a Proxy Server and doing and caching on the IT Network?
