Comment button is not available

In my whole organization power bi service don't have comment option available. Any available solution?
my power bi desktop version is 2.112.603.0 64-bit adn power bi service version is 13.0.21620.82

Comment button ? Can you explain it detail ? You cannot see the report settings in your Service ?

I mean usually we have a button for users to put comments on report and dashboard. That button is missing in our power bi service and desktop both.
