Hello everyone,
I've come across several threads discussing topics similar to my query, but the advice seems to vary.
Here's my scenario: I aim to design a dashboard intended for 50 distinct email addresses within my organization. Each recipient will have unique Row Level Security.
My queries:
As a Pro user, is it mandatory for each recipient to possess a Pro license to access the shared dashboard?
If a license is a prerequisite for accessing PowerBI, can the dashboard be dispatched as a PDF or image for users without a license?

You are right.
1.With sharing, whether you share content inside or outside your organization, you need a Power BI Pro or Premium Per User (PPU) license.
Your recipients also need Power BI Pro or Premium Per User (PPU) licenses, unless the content is in a Premium capacity.
2.Reports can be exported to pdf for distribution to users without a license. Please note that there are some limitations to exporting reports to pdf.
