Hi,
When I change something in the filter pane in Power BI service it would not saved the changes when i log out and in again. Is this correct or some kind of bug??

I'm not sure if this "should" work in the filter pane. I will test this.
It works with the "normal" slicer, but you have to make sure that this report setting is disabled:
You will find this setting
File --> Options and settings --> Optiosn --> Current file --> Report settings
As @kcantor already mentioned, you have to be the owner of the pbix.

Are you clicking Edit, making the change, then clicking save?
I know our reports are set to not keep persistent filters but do not know how your reports are set up or who controls them.
