Change in padding of visual title (Power BI Service only)

Was there a change in the Power BI service recently that caused additional padding to appear in between the visual and its title and borders?

For example, this is how the visual appears in the Power BI service now:

And this is how it appeared in the service previously, and how it still appears in Power BI Desktop. 

Notice that the edges of the title fits nicely to the edges of the border.

This change has caused some of our reports where multiple visuals have been carefully overlayed to appear uneven and unaligned, and scrollbars to appear where they shouldn't be. It also causes differences in the appearance between the Desktop and the service.
