Hi there,
I've a situation that an user who created the workspace is not a PRO USER anymore. Also, there are no others users as admin.
Is there someway to include a new user as an admin to this workspace ?

Actually, if we create the app workspace in Power BI Service, it is the Group in Offfice 365, so we could assign the owner of the app workspace in Office 365 Admin portal with the global Administrator of Office 365.
Select Group and find the name of that App workspace and select, then you could add owners for this app workspace.

Hi,
I followed the same steps and get additional users added as owners, however after making this change in O365 group, new owners are unable to see the workspace, which is surprise to me.
Any additional step missing here?

The best option in such a situation is contact your global administrator to assign you administrator rights to the workspace then you can in tunr assign new user to the workspace as Admins or standard users.
