According to the documentation https://docs.microsoft.com/en-us/power-bi/service-admin-where-is-my-tenant-located, it is not possible to change the Region selection after a tenant is created.
To get faster and better technical support for this issue, you may directly create a support ticket.

If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
