Hi,
I am using a OKViz Smart Filter (for VIN) on the first page of my report. This first page shows certain information needed for the VIN. The second page also uses an OKViz Smart Filter (also for VIN) and shows different info for the VIN. Is there a way I can carry over the value entered in on Page 1 for VIN automatically onto page 2 (VIN) so the user doesn't have to enter it twice?

If you have paid a subscription for for OK Vis Smart Filter pro, you can sync slicers. If you're using the free version you can't do this.
To sync slicers see Power BI - Introducing Sync Slicers - Hat Full of Data
