I created a report on PBI Desktop, published it to PBI Services. Data is connected via personal gateway. When I tried to create a subscription it asked to upgrade for premium capacity. (Please note, I have a few RLS enabled as well)
I have upgraded only my account to Premium capacity. But even after that, when I try to create a subscription, it says as below:
Free users or groups can only be subscribed to reports or dashboards backed by Premium capacity.
Although I subscribed as premium capacity user, why this error is coming again? Please help.

So you are suggesting even if I have a premium account, the free users cant view the report shared? Thats not good!!!

Premium Per User (PPU) is a new way to license premium features on a per-user basis. Premium or Embed are Capacity License.
Users must have a Premium Per User (PPU) license to access content in a Premium Per User (PPU) workspace or app.

First check if you have upgraded to a Pro or PPU license (even if it is a trial license). Check in the service by clicking on the account avatar.
Then check the subscription list to make sure there are no free users in the list.
When adding a subscription rule, the subscription list will include your account by default, so just edit the other settings directly.If you add another free user then you will get the error mentioned above.
