Cannot share reports between pro users - Organizational issue?
Good Morning,
My company has recently begun adopting PowerBI but it has been piecemeal. I got a pro license under my work email [email protected] a few months ago. Another user at my company has been created recently, [email protected]. We cannot currently share reports between the two users, getting an error either there is not access granted for the report or the two users are not in the same organization. Our IT admin who created the second account ([email protected]) says he was unable to create a user "of that level" with an oxblue.com domain.
I tried working with my IT department to resolve, but they didn't know what to do. I think there is some confusion as to how our Microsoft/PowerBI admin controls are setup and how to properly license users at the company. We want both users to have pro licenses and be able to share reports securely - that's it! How do we correct the organizational issues?

"onmicrosoft.com" means an O365 installation. If you use O365 too then it means you too have an "onmicrosoft.com" email address
You cannot give a Pro license to a non-user. The second ID you mention (the newly created one) is non-conform.
