when we enabled the setting in tenant settings and tried to upload csvs, it would only accept 1 csv and then when we tried to edit the semantic model, there were no settings anywhere that allowed us to transform, contrary to what is stated explicitly in the article above. Please advise why the documentation states we can access this much needed feature and it is nowhere to be seen? If it is accessible to us, microsoft has also excluded this from the screenshots as well, only stating it exists without showing precisely where the button is.

The ability to edit semantic models in the Power BI Service is partially available - you can modify relationships, measures, and fields, but full data transformation (Power Query/“Transform Data”) is not yet supported online. To perform those actions, you still need to use Power BI Desktop. The feature also requires Premium or Fabric capacity and proper tenant settings enabled.

As far as I am aware it is not fully possible to edit a semantic model in the Power BI service and in the past you sometimes could edit it, but you only could edit it once, which is a severe limitation. I would highly recommend always using Power BI Desktop to create new models because this will allow you to always have the full version so you can make any changes in that manner.
