I am seeking confirmation on an the Power BI service behavior.
Users that are individually give access to a report can export the underlying data, but users that get access via an AD group assignment cannot.
Can anyone confirm if this is intended or not?
The desktop application is all checked to enable exporting underlying data, and so is the service, as well as the tenant settings.

if you can or cannot export the underlying data depends if the user has the build permission:
Build permission for shared datasets - Power BI | Microsoft Docs
The permission can be set by user individually or by AD group. So in your case the AD group might not have build permission and the individual user have the build permission.
Also be aware that you can disable the export in the report itself:
So you might have to check both options.
