Cannot delete dataset. Cannot publish pbix
Today I downloaded my pbix from service. I made some changes and tried to upload. Uploading never finishes and if I go to service and try to remove dataset there is no option. Three dots are not giving options. Refresh schedule no option. So I renamed pbix and uploaded perfect.Dataset had all options available. Then tried to upload again the renamed pbix and again no upload and cannot remove renamed dataset.

I can't produce your issue, these operations works well.
Test environment.
OS: Win10 Enterpise 64-bit 1607
Power Bi Desktop: 2.42.4611.701 64-bit (January 2017) English
Bi Serivce: 13.0.1700.1003
IE 11

Can you share some detail content to help us to know your issue clearly ?
In addition, you can test with below steps and share us the result.
1. Swith the current power bi account and test with the same file.
2. Use the last version of power bi desktop to test.(recently power bi has some fix released)
3. Test the file with other domain.(the issue may related to your network policy)
