Under Tennant Settings in Power BI (https://app.powerbi.com/admin-portal/tenantSettings?experience=power-bi) I enabled Publish to Web, but the option to allow existing and new embed codes is missing. I'm using a Power BI Premium user license and I have the role of Fabric Administrator assigned to me. Still I can't publish a report to web, because of the missing option.

it looks like you are using "Power BI Private Links". Check the "Advanced Network Settings" in the Admin Portal / Tenant Settings. But you should only change the settings if you are exactly knowing what you are doing.

Those settings are also disabled on the tennant, so I don't know what other problem there might be. Is it necessary to pay for the 5000$/month Power BI Premium Capacity to publish to web?
