Cannot be published on the Web
Hi. It looks like even if you are the only member of the powerbi tenant, you are not a fabric administrator. Go to office management and open the Admin section. Look for active users and grant your user a role Fabric Administrator.
Once you have that, you can see the tenant settings at the same section of the picture (admin portal), you can look for the setting to allow Publish to Web feature.

I followed your answer and was unable to access the Admin section. This may be a problem with my organization.
