Cannot add Power BI Premium Capacity Metrics app

Anyone else experiencing this issue? I cannot add the Premium Capacity Metrics app. This issue has been on going for a few weeks now. Incidentally I'm noticing a slowness to overall capacity when interacting with Apps, Reports and Dashboards. The basic usage metrics don't suggest any issues.
