For example, if I import a table from excel and show it as a report in power BI, and I want to be able to create a new column within power bi called "comments" that is blank and can store any information or comments typed in that column while using the power bi user interface.

With PowerBI only you can't achieve this behaviour.
You would need third party tools like poweronbi.com or you could achieve a writeback with the powerapps-visual BUT not in that manner that you could write back from a colum/row/cell.
