Can we calculate/show the 50% percentile

Can we calculate 50% percentile of values in a particular column and plot it in Y-axis alone. 
Can anyone help me with this

Yes, you can try this solution,

create the measure below

 

50% value = 0.5* MAX('Table'[value])

in measure, you need to use the aggregation functions to get the value in current row, which are max(), min(), selectedvalue().
