Can viewers open report without logging in with Microsoft credentials??

You can try the method @FarhanAhmed mentioned. But please note that when you use Publish to web, anyone on the Internet can view your published report or visual. Viewing requires no authentication. It includes viewing detail-level data that your reports aggregate.

If your data is confidential or proprietary, you may try to use Power BI Embedded to Embed for your customers, which allows you to build an app that uses non-interactive authentication against Power BI. Your customers are likely to be external users, and they don't need to sign in using Power BI credentials to view the embedded content.
