According to your description, here’s my opinion about your two questions:
First question:
I don’t think users with access to only Power BI App have access to the Workspace. Because the content in the app can be changed by workspace members, but if you can just open the APP, you are only going to see the content in the APP, but you don’t have access to other content in the workspace.
Second question:
Yes, because if you have access to the workspace, at least you can view everything in the workspace(contains APP). What’s more, if you want to edit the APP, you should have at least a “Contributor” Role in the workspace.
