Can this app "Power BI Premium Capacity Metrics" be used by Power BI Pro Users for their Service?

If so how do you configure it to refresh something other than the out of the box data is comes with?

Pro users could install the Power BI Premium Metric app but no edit permission. so they could save this report as a copy and make some changes in the copy report .

Last but not least ,the app is updated regularly with new features, Make sure it's  the latest version.

You can edit this report somewhat by saving a copy of it and then using your copy.  But, it isn't highly customizable.  As for using it for regular Service, no, you can't.  This is designed to use the Premium Capacity tenant.  There is not a "performance" report for the Service, there are usage metric reports.  That said, if you wanted to use api's and Powershell and write some of your own reports you could write something that could give you the metrics for your report(s).  But, that is not out of the box capability.
