So, in this case you case, if you have a Pro license you can open a Pro ticket at https://admin.powerplatform.microsoft.com/newsupportticket/powerbi
Otherwise you can raise an issue at https://community.fabric.microsoft.com/t5/Issues/idb-p/Issues

Maybe there's a row level security that is preventing him from seeing the data or there's object level security.
Hi, thanks for your reply. I have just checked and there is no RLS or any security/permission restrictions on the report.
