Basically, when i click on this on "Buy" to upgrade to powerbi pro i found this. what should i do ?!

This most likely means that you have a managed tenant. This is likely if you are trying to do this with your company domain. If that is the case, you will need to reach out to your Office 365 admin to get a license applied.

Do you have your own tenant, are you part of a company, or are you attempting to buy a PPU license?
Your tenant admin may have disabled the Pro license purchase for users.
