Can't update paginated report credentials

I've published a paginated report to the Power BI service, however it doesn't work as complains about credentials.

When I view the report settings to look at these however, the option is greyed out and I can't click anything.  This is on a PPU workspace that I created, so I would assume I'd have full permissions.

What am I missing?

Can you further describe the process of creating paginated reports and publishing them to the service. Or check if there are any missing parts against the detailed documentation steps below.
