In reference to the pic below. I would like my dataset (2) to be as fresh as the dataset it depends on, namely (1). What I have tried:
Question:
Is it because I don't have sufficient permissions on dataset (1) to schedule a refresh for my dataset (2). And if so, how do I find what my current permissions are and what do I ask the dataset owner to grant me?

You are consuming dataset 1 in direct query mode. That means your dataset 2 will automatically get the latest data from dataset 1 BUT only if and when your users interact with the report that is based on dataset 2 (or when you push the "refresh" button which also happens to rerender the visuals.
