Can't promote dataflows

I am no longer able to promote dataflows in the dataflow settings.

If I go into settings, the options are blank. You can set the promoted option and click apply, but if you refresh the page with ctrl-f5, the setting is blank again and the data flow is not promoted.

Looks like it is similar to this issue posted a few months back, but it isn't fixed, it is still a problem.

I am seeing something similar.  I have a dataflow that is promoted and I want to change to certified.  When I select certified then apply, it refreshes and acts as if I never selected apply.  The endorsement doesn't change.
