Unfortunately, when trying to log in from Report Builder I get an error that states "failed to sign into Power BI. Try again later". The 'Details' button simply states that an error occured. We do have a Premium capacity. Has anyone else experienced this or have any ideas how to correct? Thank you.
I have not seen this. You could check the Issues forum here:

And if it is not there, then you could post it.
If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
