Can't export to Power BI Desktop format
Getting the above error message when downloading into desktop, only recently happened in my organisation.
Large semantic model storage format is already switched to off
Hi, the issue appears to have been resolved now. The below is the root cause as shared by the Microsoft Support Team.
Root Cause
Based on our investigation and system logs, the issue appears to have been caused by a transient backend configuration or service update affecting download functionality for Semantic Models in certain clusters. These updates, while temporary, may have inadvertently imposed download restrictions or impacted the service's behavior.
Since no changes were made on your end, and the issue resolved itself without intervention, it was likely a backend adjustment that has since been corrected.

When Large semantic model storage Format is on, you would face some limitations in download the PBIX file, please refer below and get in touch with your Fabric/Power BI admin (tenant):

The large semantic model storage format is switched to off and we are still encountering this issue. This has only recently happened in the last few days, previously we had no issues downloading semantic models into desktop.

I would suggest opening a ticket with Power BI Support.

There are some limitations to downloading PBIX files:
The report must have been created using Power BI Desktop, and the report must have been published to the Power BI service.
If the report was originally created in the Power BI service, you can't download the report.
You can't download incrementally refreshed datasets as .pbix files.Also, the possible reason could be that the file is too large. For more details, you can refer to the following documents:

Confirming we're dealing with the same issue right now, which began on November 8th 2024 (last Friday). Semantic Models (all of them) are no longer exportable if their size is over 50 Mb (extremely odd), regardless of whether large dataset format is enabled or not. We have an ongoing ticket with Microsoft and are currently discussing the possible root cause. We have tried a few runs of troubleshooting so far, but the behaviour has definitely changed. Microsoft is looking into the logs at the moment. Will keep this thread postead if any solution is found.
