Can't export data from visualisation (but can on desktop)

Hi for this file https://www.dropbox.com/s/n1jo8rugl99yxoh/Test%20-%20150%2C000%20records%20download%20limit%20-%20an... if I upload to service I can't export the data from the main table. If I hover over the table then no menu appears. Please does anyone know why?

 

But if I use desktop I get the hover-over menu appears and I get the option to export data?

@PowerWhy There is a tenant setting that can disable exporting data. See if that is turned on.

It's definately not the tennant setting as that is disabled on our system. Is there a setting at report level?
