Can't create new app workspaces
The new workspace tries to save but then results in this error page with this info relevant for support:

I am not an admin in my organization. Maybe that is the issue? I read the workspace is related to office 365 groups inside the organization. Would creating a new workspace create a new group in the office 365 environment?

- Yes the issue is that you are not an admin. Reach out to your IT department or whoever is an exchange admin and have them create the workspace for you. And yes it will create a new office 365 group. Then it can be used with Sharepoint, Power BI etc.

You need to contact your O365 tenant administrator whether group creation option is disabled. See: http://community.powerbi.com/t5/Community-Knowledge-Base/Couldn-t-create-the-group/ta-p/169456
Currently, the created app workspace will be added as Office 365 group as well. But there is a plan, creating app workspaces won't create corresponding entities in Office 365 like group workspaces do, see: https://docs.microsoft.com/en-us/power-bi/service-create-distribute-apps#power-bi-apps-faq
