Can't create composite model as 'data source Folder is missing credentials'

So this page has the line under "Working with a composite model based on a dataset or model"
To build reports in the Power BI service on a composite model that's based on another dataset, all credentials must be set.
I guess that includes the data sources in both models and as it's impossible to set credentials up for a local source without a gateway that now needs a gateway to work.
(I don't think that was the case before)

To share a dataset across workspaces, you have to have build permissions with that dataset. This article has an explanation: Manage dataset access permissions - Power BI | Microsoft Learn

I do have build access and I am an admin in both workspaces.
I've tried another test within one new workspace and the same thing happens.
I've created two datasets (both with local sources). One gets a table from the other, which is fine in desktop but then "There is no gateway to access the data source test 2".
I'm sure you didn't need a gateway setup to do this before (I must have managed it without one).
