Can't create Virtual network data gateway

First you need to make sure you're not getting into known limitations.
What is a virtual network (VNet) data gateway (Preview) | Microsoft Learn
If not,You must be one of these roles to restrict gateway installers: Azure AD Global administrator, Office 365 Global admin, or Power BI service administrator.You can manage who is allowed to install gateways via the Power Platform admin center,ensure that the correct permissions are set for installing gateways.
You may also check if you’re following the correct steps to create a VNet data gateway.
Create virtual network (VNet) data gateways | Microsoft Learn
This includes registering Microsoft.PowerPlatform as a resource provider, associating the subnet to Microsoft Power Platform, and creating a VNet data gateway.

We have followed the installation steps, checked limitations and we have also tested to create vnet data gateway with an account that is powerBI service admin and contributor on the vnet so I think the permissions is okey.
We got this to work in another test tenant and subscriptions.Do you know if there are any settings in PowerBI admin tenant settings or if there is any PowerBI policys that could block us from creating this?

Use the Manage gateway installers option to manage who can create a VNet data gateway in your enterprise. This operation isn’t available for gateway admins. Go to the manage gateway installers documentation to learn more.
