Can't adjust visual table sizes

I'm new at creating dashboards, and I noticed a few issues.

1) If I pin a page live, when I make desktop changes and publish, the tile on the dashboard refreshes.  If I pin a visual, make desktop changes and publish, the tile on the dashbaord stays stagnant (I've been deleting the tile, and adding the tile again).  Is this the way it's supposed to work, or is this a bug?

2) The visuals snap to a certain size, leaving me with a lot of empty space.  If I try to resize it, it snaps to cut off some of the columns,  Are there limitations in how you can resize, or is there another way to do it.
