You are being too pushy, running too many requests (that's literally what 429 means - too many requests). Slow down, and only issue a refresh request if your data has actually changed.

Looks like you're hitting the Power BI API too often, which is why you're getting that 429 "Too Many Requests" error. Basically, it's the system’s way of saying, "Whoa, slow down a bit!"
So lets slowdown the process a littlebit. You can add an "Delay" or "Sleep" at the begining or end of refresh a dataset and see how it performs, if not solved, gradually increase the delay 60 seconds then 120 seconds.
Note: Seems like you are refreshinh only one semantic model right now, but if you try to refresh many semantic model at a time you could get this issue frequently. You can make it sequential or add "Delay" or "Sleep" activity to overcome the issue.
