Can guest users in a tenant create dataflows?

Hi,

Is it possible for guest users in a tenant to create dataflows in that tenant?

My company operates under several tenants, and we're working on creating user-friendly processes to transfer data from one tenant to another. I'm currently exploring whether it's possible to invite guest users from the other tenants to mine and have them build dataflows in my tenant under their guest ID. Those dataflows would also have to connect to on-premises sources used by each of the guest users.

I'm open to any advice, including any challenges that we'd run into with gateways and any options that could be better.
