Can developers set alerts for other users on dashboards?

New to Power BI... 

I see that alerts can be set up on dashboards.  Can we, the developers of the underlying report, set up the alerts on dashboards to go to other users?  For example, if X value is above some threshold for employees 1, and 2 within vice president Y's organization, then send an email to VP Y. 

How could we go about doing this?

You use Power Automate flows for that.
