Can a workspace admin pull activity logs from the ...

Workspace admin here. I've been tasked with finding out if it is feasible to pull usage metrics across the entire tenant. The native app provided by PowerBI is woefully insufficient. However it seems I need to be a PowerBI admin or an O365admin to be able to pull those logs. I'm none of those. It's the network and infrasturcture guys in my organization who have those admin credentials and frankly dealing with them is a serious pain in the butt. They insist that every little thing within the organization go through them and then they take days or weeks to respond to those. If they had it their way, they would rather not give any kind of access to any body. Even my manager and director does not want to deal with them. So is there another way of achieving this? Thank you.
