Can a Personal BI usage scenario user can build a report using a Premium Shared Dataset?

Scenario:

Personal BI user who has free license in home X Tenant  and also a free License in Y Tenant .

Tenant X is Power BI service and Tenant Y is Power BI premium 

Both Tenants are in the same region say US west .

Premium Shared Dataset is in Tenant. 

External invite process has already been done by Y Tenant for the user .

 

So in this case  scenario can the user who has build permissions , build a report using a Premium Shared Dataset from Tenant Y and deploy content in My workspace in Y Tenant using live connection  ?

Note:  I assume there is a limitation for the user to publish the content in his own MyWorkspace ( home Tenant X) as the premium dataset is in other Tenant

@Anonymous That's an interesting scenario. I think technically yes they can. However, it may be the case that the T&C's specify that if you build content from a Premium dataset you at least need a Pro license. But maybe not. If the user cann connect live to the Premium dataset from Desktop, builds a report and publishes to their My Workspace, that may work. I'm not 100% on live datasets working between tenants however, that may be another hang-up.
