Can Pro license view reports of PowerBI premium per user license?

I plan to purchase Premium per User for 4 data analysts in our company and purchase 10 Pro license for end-users to view/read report only.

Do the end-users with Pro license can read/view reports created by Premium per User license?

Your question is a common one. No, Pro licences will not be able to access content placed on a Premium Per User(PPU) workspace. A PPU licence holder can access content on a Pro workspace, created by Pro user, and access content shared with them by a Pro user. But PPU licence holders can create PPU workspaces and any content placed by them in the PPU workspace gets the PPU facilities (Larger dataset, faster and more frequent refreshes etc.) but cannot be shared with Pro licence holders, only other PPU licence holders. For these reasons it is unusual to have a small mix of Pro and PPU licences unless you have two specific Power BI requirements that do not overlap.
