We are considering Power BI Pro licenses for select staff. Before we give a go I need to ask if we can cancel it after 1 month? Or is it an annual subscription that is billed every month?

Good news — yes, you can cancel after a month, but there's an important catch depending on how you buy it.
Microsoft offers two billing options for Power BI Pro: month-to-month or annual commitment billed monthly. They look almost identical in the checkout, but if you pick the annual one and cancel early, you could be charged for the rest of the year.
So just make sure you select the monthly option when purchasing through the M365 Admin Center, and you're free to cancel anytime with no penalty.
Also worth noting — Microsoft offers a free 30-day trial with up to 25 Pro licenses Microsoft Learn, so you could test it out before spending anything at all.

Yes, you can cancel Power BI Pro licenses, but it depends on the subscription term selected during purchase in the Microsoft 365 admin center for Microsoft Power BI.
If the subscription uses a monthly commitment, you can cancel or turn off recurring billing and it will stop at the end of the billing period (so you can test it for a month).
If it was purchased with an annual commitment (paid monthly), the subscription is billed monthly but committed for the full year.
