Today my company has a few hundred reports in PBIRS (2017) and a couple hundred in Power BI (Pro). What I would like to be able to do is migrate all the PBIRS reports to Snowflake and Power BI, and have Power BI send out the daily subscriptions that PBIRS sends out today. I would also like to be able to direct all Power BI users to a data warehouse in Snowflake for ease of use and to ensure all analysts are following the same procedures to get data. It would also be nice if we didn't have to buy a Pro license for every Power BI user. Can Power BI Premium do all that? Do I need the "capacity" model? If so I don't know what "per capacity" means on the pricing page.

Yes, sounds like you need Premium. P1 is the smallest SKU and gets you 25GB memory and 4+4 render cores. Sizes (and price) go all the way up to P5.
