Can I set up alerts only for some users?

I have a dashboard that is used by most of the company and a few leaders need alerts for different KPI's. 

Reviewing the documentaion, it looks like the alerts either goes to everyone with access or only the user who set up the alert? Is there a way I can customize these for specfic users?

When you set up the alert you can have it send you an email, you can then have that email set up to fwd to the leadership you need through rules. You may also be able to achieve what you want through Power Automate triggers and actions.
